Instead of going into Vistani for haste, why not just twist it over from LD? Then you can do elemental damage from Arcane Archer and also have haste.

The sash from Sharn is probably your best bet. Quality Int (once you upgrade it), Quality Spell Focus. It solves some gear tetris problems (though, I use the artifact belt from Feywild now).
