My Fatesinger bard recently unlocked Draconic Incarnation. Her spent his first point in new Destiny on Energy Sheath, and twisted it so it can be accessed when Fatesinger is active. Now, if I want to access say, Dirge when Draconic Incarnation is active, do I need to reset my fate points every time I switch active Destiny?

If I understand the question correctly then, yes; you will have to reset your fate points. Either that or level up more EDs until you get another two Fate Points, unlock the second slot and twist Dirge into that one. Or you can buy a Key o' Destiny to do it immediately.

No, just drag Dirge over Energy Sheath.
So become Fatesinger. Put Dirge in the twist spot. Switch to Draconic.
OR
Become Draconic. Put Energy Sheath in the twist spot. Switch to Fatesinger.
I don't think you're supposed to have to switch active destiny around like that to change twists, but I've had to.
The only thing you should have to reset in twists is how unlocked they are...like if you goofed up and unlocked 1, 2, 3 (if that's even possible) instead of 3, 2, 1 (which costs fewer fate points) then you'd want to reset and sort those out. Or you have unlocked them 2, 2, 2 (again, not sure if even possible) and want to change them to 4, 2, 1...whatever. That stuff you reset, what is IN them, you can swap around.
