I would change the feat progression around a bit.

1: TWF
3: WF: Pierce (generally, on a Str rogue this is where you would take EWP: Khopesh or maybe a past life feat, since you're planning to use short swords, this is kind of up in the air)
6: Toughness
9: ITWF (requires putting your lvl 8 ability point into Dex)
10: Improved Evasion or Opportunist
12: IC: Pierce
13: Improved Evasion or Opportunist
15: GTWF
16: Crippling Strike or Skill Mastery
18: Power Attack
19: Crippling Strike or Skill Mastery (can take SM twice)

Here's my reasoning. By putting your lvl 8 ability point into Dex you take ITWF and GTWF earlier, these will increase your DPS by increasing your off-hand attacks. Power Attack will increase your DPS in situations where you hit on a 2, such as in Shroud against the portals. Obviously, PA won't be something you can leave on all the time but in those cases when you can use it it will make a difference.

You have some leeway with your feat selections as it is; you could potentially drop PA for something else (though I wouldn't) or drop WF: Pierce for something else (I probably would). If UMD will be a major focus for you, you might want to consider slotting SF: UMD until you can build up your UMD boosting gear.

I would not take Iron Will. Your will save is not going to be high enough for that +2 to make much, if any, difference at all. I also would not take Slippery Mind. If your will save is so low that you can only save on a 20 then getting a second roll will almost never make a difference.

As far as rogue bonus feats, Opportunist and Imp Evasion should be your first two selected. Following that Crippling Strike and/or Skill Mastery. Lately, I have taken to swapping out CS and taking a second SM. CS does 2 pts of Str damage on a sneak attack. While that damage can add up and have an effect on the mob in most cases I find everything dies to quickly for it to matter, the mob is immune or the mob recovers so quickly that I might as well have not even damaged their Str in the first place. Besides that, they're already dead. Defensive Roll only works when you are below 20% health. I find that I'm almost never below 20% health, if I am I am almost never there for very long and most things that are going to hit me at that point are going to kill me in 1-3 hits (100 HP doesn't last very long in most end game content). As I already said, Slippery Mind's second will save roll against enchantments isn't going to make much of a difference if you only save on a 20. Besides that, most of the things you would be making will save rolls against can be negated by buffs, ie GH, prot from evil, etc.

For your skills I would dump Jump (can get a nice jump clickie in Amrath or use jump pots) and put those points into either Bluff or Diplo. I like having both because they have different uses. Bluff works well for pulling mobs, especially teleporting Bearded Devils and Orthons. While in sneak, Bluff the mob then hit assassinate while facing the area where the mob will teleport into. You'll usually assassinate them before they've even fully appeared. But Bluff does nothing to shed agro and agro, even on a Str rogue, is never a good thing. If you want some Jump you can lower Hide and Move Silent and shift a few points to Jump. You don't really need very high Hide and Move Silent scores for most content.

Keep some Divine Power clickies around or get scrolls when your UMD is high enough. The extra attack bonus will make a big difference.

Your enhancements don't make much sense to me. You're spending a lot of AP on skill boosting things like Search and Disable Device but you don't take Rogue Skill Boost. Also, you neglected the Drow enhancements to attack and damage.

Drop Elf: Skill Search, Skill: Disable Device, Skill: Search and either Rogue Dexterity II or Elf Dexterity II and put those 20 AP into Drow: Weapon Attack and Damage II, Rogue Skill Boost III, Rogue Haste Boost I and Racial Toughness II. You don't need the additional +1 to Dex (it was putting you at 21). The Racial Toughness enhancements will net you an additional 20 HP. The Drow Attack and Damage enhancements will boost your DPS, as will Rogue Haste Boost. And Rogue Skill Boost boosts all skills for 20 sec, which means more UMD, Search, Spot, Disable, Open Lock, etc, when you need it.

If you can acquire a +1 Dex tome prior to level 9 I would suggest using that to meet the Dex requirements for ITWF and put your level 8 point into Str. Then you can drop another Dex enhancement, freeing another 4 AP.

Skip WF Pierce; if you really need the extra to-hit, OTWF provides a bigger bonus. EDIT: when dual-wielding rapiers, that is.

Guess there is a Drow Favored Soul, but why are you playing a Drow FvS when their faith feats are weaker than all the other races? :D

Sanyway, if you absolutely can't spend the feat for Oversized TWF... Rapier + Short Sword > Short Swords

However, amongst the capstones the only two others I like are Shield and Searing Light... Searing Light wins if it gets the SLA's free metamagic's.

So while I was unaware that the vendors did not sell Potions of Invisibility... I always seem to have a stack of them and now I know to put them on the AH where they do sell potions of Invisibility. So thanks, think I just made a few more 1kpp :D

You're right, they sell scrolls.

Scrolls which most characters (even FvS, since they tend to dump Cha and have a very low skillpoint base) cannot use.

Scrolls are also -really- slow. You have to swap equipment to use them, and they can fail if you take any hits.

Vulkoor Capstone is instant cast (presuming Quicken), lasts 40 minutes (with Extend), and the only resource it consumes is a button on your hotbar.
