as far as i know, he gives out +4s not +3.

Those are bound, in one form or another...think yeah, gonna need a screenshot to dispel the doubts.

The ones from raids are bound. The only unbound ones are from the special events. Please check your tome to whether it's bound or not but if you got it from a raid like you say, then it will be.

AFAIK you can get BtA ones from certain raids (particularly EDQ), but they are still bound, just to your account rather than a specific character.

I don't see what's so hard about posting a screenshot, or why you are getting defensive over it, OP.

According to the wiki the Jester can give out unbound +3's.
