I haven't used it in quite some time, but the most recent example I was given was 3 weeks for a guild name change.
In my experience, about 3-5 days to pick up a new case, but a matter of hours to reply to an already-active case.
Does closing your ticket because you were not online count? If so, just wait until the next weekly downtime; that's when they closed mine.
For DDO Store or Market problems I've never had to wait more then 48 hours. For other in game problems I just haven't bothered beyond bug reporting for the last decade given the weeks/months some other guildmates have had to wait.
