put the old item and 50 Siberys Dragonshard Fragments in the Legacy Altar of Epic Rituals near Lahar in the 12 to "revamp" the old epic items. Be aware for this destroys the old item and replaces it with a new item, so you will lose You will lose ALL added effects on the item, like augments, sentient gems, Stone of Change rituals, etc. Also, a few items are put in your green bag as essences you have to run through the altar again to reconstitute.

Heroic items are made epic in the Altar of Epic Rituals right next to the legacy one. You can also preview the items in the new altar.

It's just a line in the long release notes. Not that hard to miss. It's yellow shards, not the purple ones. Took me a little while to get it working myself.
