It's part of the recent augment revamp/release, and it appears to be relatively rare. Grats.

Part of me wishes it's really flagged as a "Comptence" bonus, so it stacks with everything :P

That's not how augments typically work. They're just an additional standard effect.

yes they are new and rare
if using it, consider that it does not stack with deadly (competence bonus to damage)
