Momentum Swing in Animal Forms

I just got into epics on my melee druid life. I hopped into LD for damage purposes, loaded up my action bar, zoned into an easy quest to make sure it was going to work out and...Momentum Swing wasn't usable in Dire Bear or Winter Wolf.

Is this WAI? And if so, given bears and wolves have so much Str available through spells and rage, what's the rationale?

That was the case prior to the druid overhaul...and I guess it's still the case now. In the past, the issue was Momentum Swing didn't work with unarmed attacks including animal forms which was considered WAI. But with the changes to monks and druids, dunno if it's still supposed to work like that. Or rather, it clearly does still not work in animal forms; I'm not sure if that's intentional or just one of those things which got overlooked in the overhaul.
