The "NEW TICKET" button in the in-game help window only appears if you are premium or VIP (they made this change a few years back). Are you trying to contact in-game help on that secondary account that should have premium access because you have both Menace/Wheloon (and/or) /Ravenloft expansions? If so, you should contact SSG at their support website:

click on the Dungeons & Dragons Online right-side image to bring up support specifically for that game. And then click on CONTACT SUPPORT button. You will be brought to "Submit a Request" and I believe you will need to create an account (by registering an email) to log-in and check the status of your ticket and/or receive email updates. You should be able to get a GM to upgrade that account to premium status.
