Back i the day, dragonscales only came from raids and though quests.
they used to mean something....
Have you tried doing fall of truth? Even on normal you're bound to get the 3 required comms to drop between 12 people.

If you can get a handful of people together, Fall of Truth is your best bet. Caught in the Web takes longer and has a HUGE flagging mechanic, and drops less Comms of Heroism than FoT. Honestly though, there's probably better gear out there than the epic dragonscale for that level. Seems even random loot these days can be better than some older raid loot.
