High Road Bugged, not allowing level 20s into heroic quest

For some reason level 20s are not allowed to join parties to enter any of the highroad quests. A patch will be needed to fix this.

Are the groups trying to run on reaper? Level 20+ can't enter heroic quests on reaper.

That seems strange, if it's rated as an heroic quest and level 20 is considered heroic than they should be allowed in, otherwise, drop all the quests that are 'elite' at 20 back to 19 with xp, loot and opposition accordingly. That would seem only fair.

Level 20 characters are considered epic.

Fairness has nothing to do with it.

Even if you do a Level 18 to level 19 quest on Elite (i.e. the effective level of the quest is 20+), that doesn't make the quest epic.

It's just the way it is.
