    If you dont have the tomes, I would make this either an elf or a halfling (to keep it free)... or Drow if you have the 400 favor unlocked. This way you don't need to invest so much on DEX and can pump up INT.

    Finally, maybe make Rogue enhancements your focus. I have a character with this exact class split and I dont have a point dedicated to the Arti trees.

    That's a problem then, since it means you'll want either Targeting Sights or Insightful Damage ASAP to get INT to dmg; and your build backloads both until high teens. I'm inferring this is just a HTR template for rgr PL, so maybe do rog 1 / arty 1-6 / rgr 1-12 / rog 2 and focus on DWS instead of Mechanic? Or maybe skip rogue entirely; not sure it's necessary on an HTR-only build so you could do arty 1-6 / rgr 1-12 - maybe with a barb splash for +10% runspeed. And since you'd be getting IPS from rgr 11, you don't have to worry about DEX except for Precision. Rgr 12 / rog 6 / arty 2 would also work, though you'd need to front-load your rog lvls more than I prefer.
