Using Manyshot puts Ten Thousand Stars on a 30-sec cooldown; using TTS puts MS on a 30-sec CD. But remember that's inclusive with the duration of MS & TTS; the design goal is preventing you from triggering both simultaneously to stack the Doubleshot and Ranged Power bonuses. Also if the opposing ability is already on CD and the timer is longer than 30 secs, it has no effect; i.e., it sets the cooldown duration to no less than 30 seconds, but it doesn't add to the CD if it's already 30+ seconds long. So on a monkcher you alternate between TTS and MS; you can squeeze in one MS (20 secs) and two TTS (60 secs) every 2 minutes, leaving 40 secs of "downtime" when both are on CD:
0-20 secs use Manyshot (activates TTS CD)
20-30 secs TTS & MS still on CD
30-60 secs use TTS (MS CD is still 90 secs at start, using TTS has no effect on MS CD)
60-90 secs TTS & MS still on CD
90-120 secs use TTS (MS CD is exactly 30 secs at this point, so using TTS has no effect)
Rinse, repeat.

You'll want more monk levels for the better effect of 10k stars as its no longer based on wis to give extra projectiles but instead adds.. 5? doubleshot per level of monk when activated. Wis still adds ranged power so it's still beneficial to have it. Id say the norm build for those now is a 12 monk 6 ranger and then either 2 pally for defense or 2 fighter for offense.
