Wow - Does this mean Upper Echelon and Kiss My Anthia no longer exist?

They haven't been actually disbanded (and probably won't be anytime soon). But most of their active players have moved their main characters into Upper Caves of Anthia.

There's still lots of bank characters & characters from people who haven't logged in for a couple of years hanging around.

I logged on to Ghallanda last night and saw a new Lvl 168 Guild - Legions of Hell.
This isn't a rename of Upper Echelon is it?

No.

Legions of Hell is a very old guild. It's not surprising you haven't noticed them around though.
