Yes, i do have the spare hand worked into my gear set. That's our only source of combat mastery until epic levels, right?

Stunning +8 is min level 6 (4 with Masterful Craftsmanship) in Cannith Crafting. It's only level 63 for bound too. My monk splashes usually roll with a pair of those with added Acid Burst until I hit the level for Vampiric Stone Dust Wraps.

Cannith crafting can make stun bombs with a decent DC for heroics.

You can also Cannith-craft Stunning & other weapons. If you farm a nice BtA blank weapon to use, you can pass it thru your shared bank to your other chars; otherwise it becomes BtC.

No reason to worry about stunning handwraps when these are so cheap/easy to make:

You can get stuns or petrifies (much better) from it. They will also have a higher DC than what is common at the levels they require.
