Also forgot to mention this should be a 32 and it should have had 18 intel at start so I would not have put all that into intel stat. I am noob to the builder

You're missing several feats and your enhancements; you've also said nothing about your build goals. I'm inferring you want a TWF gish w/b.swords, but otherwise I'm just guessing. So based on what you've posted I'd say: no, this is not a "decent" build, please try again.

BTW, drow are considered 32-pt builds already, due to their extra stat bonuses. The only way to make a drow with 32 build pts is to TR at least twice.
