As things currently stand on both live and lamannia using cleave while unarmed or two weapon fighting doesn't proc off hand strikes (I've heard there are some exceptions with this, male half elves and humans using handwraps I think.) Also using cleave while wielding a quarterstaff doesn't proc glancing blows.
Tested with picks on a dwarf using picks, with a human female monk using wraps, and a half-orc using a quarterstaff. (The dwarf had a 100% off hard proc chance, and the human had a 95% off hand proc chance, both produced off hand procs 0% of the time from cleaves. Cleaves from the half-orc never produced glancing blows)

Cleave and great cleave are still broken.
"Flexo" on the Cannith server (and many others).
What would happen if Pinocchio said "my nose will now grow because I said this."?
If actions speak louder than words, why is the pen mightier than the sword?
