Dragonscale and Crystal alchemical shield

Im sry as im sure this has been asked but due to the overhaul i cant find it.

As title says can 19/druid/1fighter wear heavy Dragonscale and a crystal tower shield if i get tower shield prof.

Yes, and yes. Though I haven't personally tried the crystal academical shield I've heard it works.
