Lottery issue

I enter everyday, and just now did again.

There is a multiple guest pass entry, and I only had 1 character for Thelanis be available to register!

I have several characters in the required lvl range. and they dont show up.

I rechecked this, and it seems only lvl 1 characters are eligible for lvl 3 & up guest passes!
