Default Importance of Access to Scrolls?

Rolling a human ice savant in a few days and I would like some advice on how useful keeping my main hand free to use heal scrolls might be. So here are my questions to all of you capped fleshy sorcs out there:

    1) How important is easy access to heal scrolls?
    2) Is a heal amp weapon worth the slot?

Here's what I've come up with for my gear (mostly stuff I already have, suggestions welcomed.) The whole setup would be easier if I could rely on using the Staff's epic slots most of the time, but I'm not real happy slotting important bonuses in an item I'll be swapping out.

weapons - heal scrolls / GS (Conc. opp, 20, 30 amp) / green blade / Lorrik's Shield / epic staff of arcane power (nothing slotted)
goggles - GS (45hp, Conc. Opp.)
    helm - epic frost (GFL)
    trinket - litany/eardweller/bauble
    necklace - torc
    cloak - epic envenomed (toughness)
belt - heavy fort w/ guild slot hp
    gloves - GS (Wiz6, 150 SP, 6 umd)
boots - epic corrosion (+1 CHA/ +6 DEX depending on ring setup, good luck)
    bracers - bracers of madness
armor - epic diabolist (1 CON, -15% ASF)
    ring1 - tod 2 CHA
    ring2 - tod 2 CON

edit: Just to clarify - having 40 UMD is not the issue here. Mostly asking about the need to quickly access heal scrolls midfight in difficult quests/raids.

Having 38-39 UMD to use realiably the heal scrolls on a fleshie caster is REALLY REALLY important. BUT, having a good heal amplification is also REALLY important. Healing yourself for 200+ instead of 120 really makes a huge difference.

My suggestion is: make an heal amp scepter (10%, 20%, 30% and 1 raise dead clicky) and when you are on your own/wants better heals(i like it in EDQ2 for example) equip the heal amp stick and heal scrolls/ornamented dagger/green blade, you wont regret it.

I use this combo on my air savant (even because I have superior lightning lore and superior magnetism on the bracers, no idea where you can slot them on ice savant) and i can assure you i havent regretted it.

With Wand/Scroll Mastery 3 or 4, how important is healing amp on a low(er) hp character?

I still find heal amp > wand/scroll mastery.

Thats because, if you dont want to scroll heal yourself (like said EDQ2 or in some other party) but waiting for mass heals, you want to be healed for as much as possible.

And another reason is that i think AP are rather tight and cant afford to take 3 ranks into Scroll mastery (even if i'd totally like it).

It is very important. Being able to use them alone will bring a valued asset to any party you run with.

When you set up your weapon_sets just try to take notice which hand held item would be more beneficial in your offhand for the cases where you need to equip and use a Heal scroll at moments notice.

I use 2 ranks of Sorcerer Wand and Scroll Mastery to increase Heal scrolls by 35%. I'm not using them on myself nearly as much as I find they're being used on others. Healing amp is awesome, but I do not use it on my Elf Sorcerer.

p.s. you only need UMD 39 to use Heal Scrolls without failure.

Just a note on your gear set-up: as ice savant you will have MCL28 on polar ray, while your gear set-up lifts you up to CL 29 or 31 (with esoap). Use the water savant ToD set to increase your attainable MCL to level 30.

About the importance of being able to use scrolls, let's just say it's an easy ticket for sorcs to get into a DC-intensive quest or raid. When soloing on my sorc, I run around with a gs hamp weapon and my lore item on the other hand, swapping the latter with heal scrolls as necessary. With GS item and some AP on hamp, it's easy to heal half your hp on a single scroll.

the importance of being able to use a heal scroll without a fail is pretty much whether or not you want to live.

With your dmg your pretty much always gonna be tanking the random red name in an epic with dots, displace, haste, and stone. Being able to whip 250 hp into yourself IS survival.

Shroud, vod, hound, chrono, anything and everything. If you depend on the healer, your prolly gonna die. Heal scrolls on the other hand are as infinite as whats in your inventory. It's just a no brainer, you need heal scrolls.
