Not quite sure what you mean by "aiming for". I would think that aiming for running down to between 0 and 11 sps inclusive is not quite a worthy goal.

If you are really asking is this a feat/enhancement/prestige you should aim for, it's automatic.

I'm not sure you understand the mechanic. If you have the "magical training" feat, when you go below 12 SP you will slowly regenerate some SP. Once you are above 12SP, you stop regenerating.

Also works on archmages that have the 1sp cost spells. where it can be usefull aswell

If it weren't for the free metamagics, the "unlimited SLA's" (using echoes of power) would be no more useful than carrying a few wands.

No one should be shooting for using echoes of power. It is, however, a very useful upper right icon indicator that lets your caster know they just became semi-useless.
