Is there a randomly generated weapon property that emulates effect of a RadII weapon?

I would say Deception on a weapon is the closest thing, iirc. Other than that it'd be the radiance guard on DT. Don't think there'd be other weapon buffs that get you some sneaks or blind things... not yet at least

How low is chance for Deception to allow free sneak attacks?

Honestly its fairly low, from experience. I do play around with the Midnight's Greetings kukri for the deception, so im guessing it'd be like the proc rate for most GS times, maybe 2-3% or so? not too sure on this

And deception only lasts like Bluff so around 6 seconds of sneaks for you, maybe less.

The only other blinding effect is "Sirocco", on the named longsword from the Desert called just Sirocco. Otherwise the only weapon effect for getting SA's is Deception, as mentioned (well, or Stunning, Earth Grab, Freezing Ice etc. which can grant SA's indirectly).

How low is chance for Deception to allow free sneak attacks?

It procs often enough that I feel it makes a difference. There's nothing quite so nice as seeing the mob enveloped in smoke and then turning away from me
