Harry has about 30 cold resistance on normal. Demons have cold res as well.
The icy burst doesn't do anything except against trash mobs and you don't use a boss beater on trash mobs.

The icy burst doesn't add to the value at all.

Regardless of the usefulness of the icyburst, it's still probably a wanted weapon to a lot of people. I put one in the AH a couple weeks ago for 25k pp starting bid only - 3 days later I went to the mailbox to detach a little over 130k pp....

being a harry beater khopesh gives it a lot of value. I'm not surprised one would sell for that much, but the icy burst did not account for that
