I'm not sure if they stack. It's hard to tell when im punching normally in wind stance and when i have the collar equiped.
I have looked at other posts and I could only find things saying that haste dosen't stack with wind stance, but I didn't see anyone say "Jorgundal's Collar and Wind stance dont stack."
If someone knows for sure it would help me out.

Last I heard the collar was the same type as Haste... if Haste doesn't stack with the wind stance, neither will the collar.
