I see people posting "I won test lottery!", or something along these lines, but when I click "Lotto" button I get "You have no characters eligible for the current lotteries". Am I just unlucky, or is it still being tweaked?

Things are still wonky with the lotteries and MyDDO in general. Hence the need for test lotteries.
Of course you could just have bad timing and be checking when the test lotteries aren't up.
