are those pretty much the only things that are worth getting on the scepter?
if so id rather just not spend time getting it. absorption doesnt seem worth it for the money it costs to make it, and probably not charisma if i can get it on tod rings.

But really... not all that worth shroud items/power shards if you have melees or haven't made an SP and an HP item.
Absorption of one variety or another only works for a few situations and most of those sitations, you should strive to not get hit in the first place. (ToD kiting, Abbot Inferno, Dragon breath etc).
Putting CHA on a scepter is only worthwhile if you plan a number of TR's and want early access (L12) to +9 cha. Though most people multiple TR'ing one arcane class multiple times go with wizard.

9 Charisma should be a priority. I put it on a dagger so I could get more stuff for another hand-- you cant get 9 charisma on a weapon any other way, as far as I know.
Spell points should be another consideration, depending on your build. Wizards might go for this first, but I would get it second, since we have enough SP already.
Smoke II seems handy, and I'm getting that currently. The first two tiers for this bonus are not great for casters; you can actually get 100 spell points with Smoke II if you dont want to make a third item for that.
I would greatly advise against getting +9 Charisma on a one-handed weapon, there's simply too many nice weapon choices around for arcanes that they want to switch between. Having +9 Charisma on a weapon means you tie up one weapon slot you can't swap around, without loosing your charisma bonus.
Any TOD ring will be a better option in this regard, or a combination of a TOD ring and an epic ring (my favorite combination is one of the +6 Strength/+1 Charisma rings, like most paladin rings, combined with:
Epic Ring of the Silver Concord - (Ring) Charisma +7, Protection +6, Command, Empty Yellow Augment Slot
Gives you +10 Charisma across your rings, as well as +6 strength/+ 6 protection (not very useful though), Command (very useful for a +2 bonus to UMD) and an yellow augment slot (which is extremely useful, can be used to fill out any missing immunity you don't have in your gear, blindness, disease, poison, fear).
This will allow you to use any weapon, including some of the very good quarterstaves available for casters, mainly Staff of the Petitioner and Dreamspitter, without loosing your charisma bonus. It will also let you min/max 1H weapons to fit the situation (alot of nice 1H weapons available for casters, depending on how high-end content you run).
(From gathering shield pieces in Litany in Necropolis) - Skiver - (Weapon) +5 Dagger, Archmagi, Greater Arcane Lore, Efficient Metamagic - Extend I, Efficient Metamagic - Empower II
(From the Demon Queen raid in Menecharun) - Greenblade - (Weapon) +5 Kukri, Greater Arcane Lore, Force Burst
(From Mindsunder in Inspired Quarters, gives +2 Necromancy DC when upgraded) - Death's Touch - (Weapon) +5 Sickle, Negative Energy Spike, Lesser Vampirism, Improved Nullification IX, Greater Void Lore, Taint of Evil, Suppressed Power
In addition to these you have all the non-named items, which means you can really put together a situational set of 1H weapons.
Make a concordant opposition scepter. (You can put +1/+2 exceptional charisma on it as well, if that's what you want.) There's no point in NOT crafting exceptional charisma onto a weapon, since that's one of three things that can go in that slot for general-purpose use anyway (Greater Arcane Lore, +50% Potency 6, +Exceptional Stats).
Don't bother with ToD rings on a caster. None of them are worth the slot, currently. Wear an Epic Ring of the Silver Concord instead--that way you have +7 cha and +6 to another stat on the same slot.
The nerfing will continue until morale improves!

None of the staves I seen actually are worth more than the DC with a 9 Cha weapon. +6 dexterity for +3 reflex saves or +6 strength for +3 to-hit(won't help you if you use a hand for this). I wouldn't make gs weapon myself as there are better staves out there and you can slot +1 cha on any epic item and +2 cha to any tod ring(or to a ring with +1cha to begin with) but that's just me.
Better ways to spend hand slots: staff of the petitioner, epic staff of arcane power or epic staff of inner sight(http://forums.ddo.com/showthread.php?t=249178). You can slot +1 exceptional cha either of those epic staves and again, use any tod ring you like for +2.
