What is the difference between a 28 build and 32 build toon and where can i buy the differences. Also i want to create a cleric that can use a bow profieciently waht feats or enhancements should i get?

How many starting points you get to allocate into your ability scores at character creation.

Perhaps consider taking one level of ranger as they get automatic profiency with bows and the bow strength feat at level one. If you take another level you get free rapid shot feat.

Note however that it can be very difficult to pull of using a bow as your main weapon on your Cleric. In addition to build obstacles like lack of feats, using ranged weapons inappropriately can frustrate party members. If going this path, I would recommend checking the Ranger forums for advice on how to use ranged weapons effectively.

I just updated my Radiant Archer build: it's an elf cleric 17 / ranger 2 / wizard 1 which goes for both Radiant Servant and Arcane Archer (hence the oh-so-clever name ). It's not ideal - I wish I could squeeze in at least 2 more feats (Empower & Improved Critical Ranged), for one thing, and there's never enough enh pts to go around - but it is doable by any newbie: only requires a +1 DEX tome for Manyshot. It might not even suck!
