Wizard past life feat

This is about the passive one (That can be stacked up to 3 times).

The offcial write up is that it affects wands, but I've seen threads where people are mentioning using this to increase overall spell pen.

I'm guessing that it's probably one of Turbines "Failure to update game text" like the inferno clickys, but thought it best to ask here.

In a nutshell, if I had 3 Wizard past lives, would it add +6 to my spell penetration for my spells?

from what ive heard single wiz TR say ingame yes it does.

It's not so much a failure to update, but unclear text from the start.
It's + Wand DCs, and + Spell Pen. Seperate effects.
