    Default spell inscription

Double check that you do have a lvl 2 spell inscription material.(web is lvl 2 not lvl 1)

Where did you buy the spell inscription materials from?
The problem is never how to get new, innovative thoughts into your mind, but how to get old ones out. Every mind is a building filled with archaic furniture. Clean out a corner of your mind and creativity will instantly fill it.

It's not that you have too many spells, a wizard can learn all their spells through inscription if they wanted. Make sure you do have 2nd lvl inscription material like elldur said, because web is a lvl 2 spell.

AZ, you can buy lvl 1-3 inscription materials in the center of the marketplace, an arcane regeant vendor.

AZ might have been referring to the Guild vendor bug where some of the items bought from the guild vendors don't work.
(Say): Haywire says, '"Hey, I don't come into yer home and play with things."'

I was asking because I was thinking of the bug with spell components not working when purchased from some places.

ive found it a bit glitchy sometimes. First make sure you have the right inscription level. Second, make sure you have clicked on the scroll in your inventory (I always have it in my hand too, found it works better). Third click on the Feat to inscribe. Ive had troubles even after doing all that, and have logged out and back in and it worked fine.

Putting it in your hand requires you to be the appropriate level to use the scroll. Just having it in your inventory and selecting it before inscribing and having the appropriate level inscription materials allows you to scribe any scroll at any level.

My fault, misread your post as 'do' not 'did'

You have to be 3rd level to cast 2nd level wizard spells...5th for 3rd level, 7th for 4th, etc.

For future reference, although it's not always very visible on certain ones due to color combinations, the spell level usually appears as a Roman numeral on the spell icon.

    There's three levels involved:

Spell level is the one that affects inscription materials. You only gain access to a new spell level every two character levels after first, so this will be different than the caster level.

Minimum level is the level the character needs to be to use the scroll. This is often one or two less than the caster level of the scroll, because you can cast a scroll before you're high enough caster level to memorize it, you just have a chance of failure. The scroll description will say what the chance of failure is. Note that you CAN scribe a scroll that's above the spell level you're currently able to use. You just won't have access to the spell until you reach the appropriate level.

Caster level on a scroll is the level of character that the scroll acts as if it was cast by. So if a level 20 wizard casts a caster level 3 spell from a scroll (not scribed, using the scroll directly), the spell will only do damage and have a difficulty check as if a level 3 caster were casting it.

I agree that it can be hard to see what level certain scroll is. Each time I personally had trouble inscribing a scroll, I was using the wrong level inscription tools.
