Ranged is broken once again...
Sounds to me like you want ranged combat to be stay gimped. I have an 18th level AA. You know what I want for my AA?
Rate of Fire = melee attack rate, as per pnp. And yes, the pnp rules are a good guideline for a lot of the issues in this game.
Manyshot - as per pnp. Someone already posted the rules. For DDO, I'd set it up like Power Attack - it's either on, or it isn't. If it is, you fire the appropriate number of arrows for your BAB, with the corresponding penalty. No cooldown required.
These two changes wouldn't make ranged equal to or greater than melee (*1.5 Str damage + feats for THF, TWF chain and rules still superior in damage output) but it would help bring it more in line with melee, as it should be.
And I also think think, that as in pnp, rangers should have select which combat style they are going to use beginning with 2nd level.
Also, as an aside, I'd scrap Bow Strength and make composite bows work the way they do in pnp.
I think those rules would break this game. Not that it's not nice to wish for things. But if rate of attack was equal or greater to melee... there would be no reason to melee everything... Damage taken would be cut by huge percentages and the game would be completely broken.
Uh, the pnp Manyshot feat does not increase your rate of attacks. All it does is allow you to make the full number of attacks while moving...

A level 16 Ranger would have an iterative attack of 16/11/6/1, or four arrows per round even without Manyshot. For DDO to follow the D&D Manyshot rules would mean seriously nerfing DPS. (That's without even getting into the D&D rule that allows only one of the Manyshot arrows to get crits)
You want ranged to only work on monsters close enough to touch you?

its even more nerf than that... no one would really ever use Manyshot if it worked PnP style.
remember Rapid Shot is in there as well
so 14/14/9/4/-1 in PnP vs Many Shot 8/8/8/8 and only one can Crit ... oh and you have to be within 30 ft for it to work... which in DDO is more like 10ft maybe 15
