Is skivver still considered necessary for a caster?

Not necessary but very nice to have. You can go with Blue Armor and/or Green Blade for the greater arcane lore instead of Skiver. The Bracers from VOD have spell pen VIII and Archmagi on them and most casters will go with them for their spell point item. It all depends on what you want to grind out, tome pages, blue scales, DQ raids, VOD raids, or crafted armor. For the wealthy, you short-cut the grind and trade/buy tome pages or blue dragon scales.
