I have heard that taking the quickdraw feat eliminates the cooldown for haste boost, true or false?

It makes it twice as fast to use skills boosts.

The List of Vague and Incorrect Descriptionsreduces the activation time of certain abilities (like Intimidate or Action boosts)
The most important is that it reduces the time from clicking haste boost, and your next swing.
