i thought that it was elf, or ranger prestige enhancement(any race). wouldn't be the first time i was wrong though.

if you read the destroyer, you get my sig. if you read it as a teen and had a younger brother, you really get it. otherwise, relax i'm not quite that arrogant.

As a ranger any race can be Arcane Archer (ranger) at level 6.
As an Elf any class can be Arcane Archer (elven) at level 9.
Both of these have feat requirements and in some cases you need an enhancement. If you are pure ranger then you will need to take the Mental toughness feat.
