Every time I talk to, what I presume is the arrow vendor, he says he cannot do business with me because I am not a mercenary of house d. What does that mean?
Acquire favour with house D. The ammo vendor is the favour reward. There are 2 tiers. Its the second tier which unlocks the truly useful arrows.

Getting 150 house D favor will open up the arrow vender next to the mail box in house D. 75 favor will give you some of the arrows but if you want the different metal arrows "silver,coldiron" or the 75% returners you'll need to get the 150 favor. Just do any quest related to house D all the way up to elite to increase favor.

House D doesn't have many free to play quests.
If you can not get arrows from the favor guy, you can pick up an unlimited number at a weapon shop in House D near the Temple of the Sovereign Host. If you can not get the House D favor from being f2p.

To the best of my knowledge, second tier House D favor is still unattainable to F2P players (barring the purchase of certain packs). It might be outdated, but see: http://ddowiki.com/page/House_Deneith
The only people they are hurting are the pay to plays who need me to be at my best in their parties.
So I guess a f2p ranger is gimped when all other f2p classes are not. I mean my f2p rogue had no problem getting favor with the town crier.
I found plus 1 arrows in Dragon Tooth Arms.
