Pale Master Questions

I have recently been leveling a warforged wizard and have some questions about some of the specifics of the Pale Master PrE. Hopefully some of the experienced players who have tried out their characters on the test servers will be able to answer this stuff. This will be my first caster character so forgive me if some of my questions are noobish.

1) Does Quicken alter the 6 second cooldown of Necrotic Touch?
2) Will any of the metamagic feats cause Necrotic Touch to cost spell points?
3) Is Heighten necessary for the Necrotic Touch or does the level of the spell increase as you increase in wizard levels?

1) Necro Touch is 3 sec
2) Necro Touch costs 1 hp and 1 sp to use, and Metamagics no longer work on it.
3) Metamagics no longer work on Necrotic Touch. But the damage on it increases as your wizard level. d6/level. So level 11 wizard is 11d6. Level 20 wizard is 20d6.

As far as i can tell, it uses character level rather then class level for necrotic touch, cause my level 18 wizard/2 rogue still gets the message saying I'm casting at level 20.

Interesting. Could be a bug. Since it says "per caster level" and rogue shouldn't count towards that.
