What happens if I make a level 1 toon today and eat a ML1 +2 Int tome? Will my Int go up by 2? Will that mean I get +1 more skill point if I leveled up to 2nd level today as well?

What if I did level up today? How would my toon be affected by the next patch? Would it "lose" those extra skill points somehow???

It means that you can start a level 1 today and use a +2 int tome and you will see no immediate effect. If you leave it at level 1 until after they patch next, you will then see the stat increase on the day of the patch and can then feel free to level with the extra skill point per level.
