16 + 2 for 1750 favor = 18.
Need to bite the bullet and put 2 level ups into char. Personally I would put all level ups into str and leave the option open if you are really ultra lucky enough to get a +4 tome to charisma (probably not a great possibility considering it would have to be charisma and so far they bind) at least you have the option open. But if you must have the 20 charisma level ups is the only sure option.

I would go Str-based, one because you'll do more DPS (A drow TWF with divine might IV is a DPS character), and it will free up a feat slot (no need for Weapon Finesse)
STR 16
DEX 16 (you'll need a +1 tome by 6th level)
CON 12
INT 10
WIS 10
CHA 17 (you'll need a +3 tome someday)
All level ups into STR
Feats
1 Toughness
3 TWF
6 ITWF
9 Improved Crit - Slash
12 GTWF
15 Extend\Power Attack
18 Khopesh
Going strength or finesse, you don't need a starting charisma of 17. You can start with a 15 (+3 enhancement + 6 item +2 tome = 26) which is plenty. Or if you plan on getting a +3 tome start at 16 base. The only thing that charisma does for you is boost your saves and you shouldn't need that much of a boost.

Divine Might is a very powerful enhancement, especially for a TWF paladin.
DM I - does +2 extra damage per swing - you need a 14 base CHA
DM II - does +4 extra damage per swing - you need a 16 base CHA
DM III - does +6 extra damage per swing - you need a 18 base CHA
DM IV - does +8 extra damage per swing - you need a 20 base CHA
+8 per swing is like having 16 more STR (on the damage size)... It's huge... And it's non-dispellable. You can use it even next to a beholder. The only drawback to Divine Might is that it only lasts a minute (uses a Turn Undead to activate)

Put all points in strength when level up, eat +2 int tome(for 1 more skill point, can skip if don't have) at lv1, eat +1 dex tome for two weapon fighting feat line. Then it should be all good,just need to do raids until he gets at least a +3 cha tome. Easy stat by lv20

16+1tome+6item+1drow enhancement=24
12+6item=18
10+2tome=12
8+6item=14 <- enough to cast lv4 spell
17+3tome+6item+2pally=28
Ultimately tomed stat would be
15+5level up+6item+4tome=30
16+4tome+6item+2drow enhancement=28
12+6item+4tome=22
10+4tome=14
8+6item+4tome=18
17+4tome+6item+3pally=30
All numbers will stay even if you get the luck with tomes. Of course you can count in +3 shroud exceptional stat and +1 liteny, which will yell you +4 more. You'll do pretty good damage, have uber saves (if you take force of personality too!)
I'm rolling one and using those exact stats. If I pull a +3 tome before level 20 -- whether bound on this guy or an unbound on another -- then I'd put my lvl 20 stat point into CHA for base 20. If I hit level 20 with just a plus 2, then stat point goes to STR (like the others) and I live with 18 base CHA unless/until a mythical +4 CHA tome drops.

Yes it does.
I'd really recommend this for Level 16:
Str: 27 (16 Base +2 Tome +3 Level ups +6 Item) <--- 28 Str at level 20.
Dex: 22 (15 Base +2 Tome +5 Item) <--- don't waste the AP on any more Dex.
Con: 18 (11 Base +1 Tome +6 Item)
Int: 10
Wis: 8
Cha: 26 (17 Base +2 Tome +1 Level up +6 Item)<--- creates base 20 for DM IV.
With a 16 BAB, 27 Strength will give you plenty of Attack Bonus. Consider taking OTWF and using Korthos Gear set if you aren't going to use a light weapon in the off-hand. With DM IV at level 20 and with Divine Favor you will be hitting with the equivalent damage of a 50 Strength... not bad really!

You'll be hitting as hard as a fully raged barbarian, plus you'll have Zeal on, and Divine Sacrifice and Smite Evil clickables... not bad? I say, kickass!
PLUS Knight of the Chalice will get all those bonuses against evil outsiders...
When rangers became bad-ass, it took a while for the general populace to figure it out... Same with Paladins... TWF Paladins are an insane DPS class now... But you'll still probably get declined from groups for a few months into Mod 9... Then about a year from now, people will be calling for paladins to be nerfed....
Why go khopesh? Feats are so starved on Palidans that it doesn't make much since going with khopeshes and makes no since to switch over at level 18. He's making a drow so he should just use rapiers and short swords. With the enhancements it's like a free OTWF feat.
My preference would be:
1) TWF
3) Power Attack/Extend
6) ITWF
9) IC:Pierce
12) GTWF
15) Power Attack/Extend
18) Toughness
