These are super hard to get red. My suggestion is to buy one off the AH for the ridiculous price or do what I did and retool your toon to be able to use an Intim 15 helm (which are much more common).

Of course most expect the skill items to continue to increase at level cap increase which will make +15 much more common and cheap.

I agree with Oog man. I would just grab a +13 ring which are easy to get atm. Once the new mod drops everybody is gonna want the new +17-20 or whatever they will be and you can get +15 for cheap.

I thought I had seen somewhere a dev posted that we wouldn't get any higher + items....I don't remember what thread....let me dig around and see if I can find it.
