Seems possible but for the difficulty in obtaining the majority of the items.
I have a lvl 13 fighter with a +3 mith tower shield, minos and +4 mith full plate (21 dex). I think with haste, barksking and shield of faith (assuming it works under that configuration) I get a 40ish AC. That is likely the reality for the vast majority of players.

ac is very attainable. fully buffed i was sitting at 80 in the screenshot.
you can take away some of the harder to get loot like hte titan ring and even insight weapon and still be above 70 in a raid.

Lyrin, my old-as-dirt drow pure fighter, self buffs to a 65 AC, though she pretty much has the best gear in the game. Now, when they raise the level cap and I can dump ranks into intimidate, she'll be a pretty good intimitank... along with good DR from Lavak's Defender.
Her lowest AC is 48, but you almost never catch her w/o madstone rage, so I generally say unbuffed is 50 AC. (8 pairs of madstone boots help)
