Have you tried pressing "o" then "enter" after getting locked into cursorless mouselook mode at the yes/no prompt? This worked for me.

So I do encounter this regularly, but I have a possible solution.

If the problem is keeping players playing after getting rewards, maybe have an NPC that gives a one-time per character ticket they can exchange for a previous year's reward.
