Uncommon augments currently drop (infrequently) in the Haunted Halls optional chests (the ones at the end), and in the Thunderholme raid end chests.
In 2 hard runs of HH, I saw a total of 3 drop.
Also, according to http://ddowiki.com/page/Anniversary_Card_Collection :
card X + card II => random Ruby Eye Augment
