I'm just fellow player, and if all of the information you have written is accurate, I hope you can get the warning rescinded, and at least a brief apology for the misunderstanding.
I don't think airing it on the forums is the correct way to proceed, though. Although the community relations and development team interact on the forums with some regularity, I think anyone from departments related to your issue (Game Masters) is unlikely to find it here.
If I were you, I would write a detailed ticket using the In-Game Support Experience Feedback ticket system, fully explaining what happened, and providing a link to your screenshot. The best way to get someone to take you seriously is to be polite and to provide as much information as possible. With luck, that'll get it to the attention of a Senior GM who can look into the issue, and remedy it.

I suppose he could have insulted him further up the page, but why would you blind invite someone if this were the case... Is it just me, or has the general quality of even the Gamemasters dropped recently? They must be overworked spanking all the newbies who think DDO is just a different version of WoW.

I hope you get some resolution from this. I hate seeing situations where a player has to put something out there in the forums to try and get a satisfactory response from Turbine.

Well, it looks like somebody didn't like their blind invite being turned down and made a false report in retaliation .. I just assumed the GMs would look at chat logs before taking action.
That is indeed crazy...
To think, that you have to tolerate people sending you spam blind invites... AND getting a violation because of saying no thank you? What is this?
On average I get about 6-8 of these types of things whenever I log into any of my FvS toons. Unless I know the person, I always say no thanks. And if the invites continue, I squelch as well for awhile.
So what's supposed to be the solution Turbine? Am I to expect to have to make all my healing toons anon for fear of telling someone I don't want to join their party?

Sending multiple party invites like that is reportable harassment. Just turn the tables on that jerk and report him. Especially since he sent two invites after you said no thanks, which should have cleared up any confusion that you may have clicked decline by accident. Not that he should assume that anyways. Put the url for that screenshot in your harassment report.
As far the violation/"warning", send a message to Sparker. He's a senior GM and is usually pretty good at straightening out this kind of nonsense.
And while you're at it, submit a harassment report against the moron GM who disciplined you without looking into it properly. If what you say is true, he deserves it. *edit* But if what Roman says in the post below me is true, then that's a whole other issue.
You assume the GM was referring the the dialogue in the screenshot, it may have been for a comment made prior to that.
