Defend the derps quests don't scale into reaper at all.
Threnal escort is easy because enemies spawn far from the dwarf if u keep
him far.
I think the " bookbinder rescue" and "the faithful departed" are the worst of all
Because you cant control Npcs
In the Demon's Den - mandatory 3-way party split with all of the named needing to die within a 30sec window, while fighting enemies with nasty AoEs... that thing can be a nightmare now on elite unless you're really well prepared & preferably running at 20 with destiny access, which you just won't be able to do on reaper.
New Invasion at level.
Demon's Den and In The Flesh
Anything in small closed area with unavoidable red alert. Maybe "In the Belly of the Beast". I'd force some devs to play it a few times and maybe we'd finally get arena fights without stupid red alert that ruins everything.

I'm going to have to agree and say something like DA or even KA since more spawns and deaths = more reapers and you'll have a very hard time keeping up with things in KA when they are out of sight when they spawn.
Just to add that also since you would have to be such a low lvl you wouldn't have many resource/tools to deal with so many mobs.
Enter the Kobold. Each small victory in all the encounters would just be building up a sense of false confidence the entire length of the quest. Then you'd get to the end fight...
Yeah, pretty much going to go with demon's den for this one. Sometimes it's hard to find a party that can do elite even if you can solo a ritualist while tanking the boss yourself. Now do that on R10.
Oh, and when you finally manage such a feat of power and teamwork, you get 5! chests with random loot in them, no mythic bonuses and no reaper bonuses in sight.
Tempest Spine and the constantly white dotting Sor'jek.
TOEE would also be pretty scary, especially on heroic

Rapidly spawning waves of enemies, with chances of reapers spawning any time enemies spawn. CC and healing options are limited at such a low level. Reaper enhancement trees aren't available yet either.
I would imagine Gladewatch Outpost Defense would be quite terrible...

i think its impossible to complete this one,the guy before 5 bosses heals like crazy even on 5 skull,i dont want to imagine what will be happen on 10 skulls when the outgoing damage is reduced to the maximum
The Korthos Crystal.
Even with the trickle in of the mobs, there's really no way a group of L1 characters is going to divert their aggro from the crystal, or live through a single hit, and then it's over. Except that is so short that it just isn't sadistic enough...
So it's:
Ritual Sacrifice where you have to run the entire quest before the escort part happens which will fail you out when Paetus dies.
Let Sleeping Dust Lie where you can (and will) lose two ways: Lycosa dies or 5 spiders die.
The Faithful Departed where you might even save one of the Venerated to dangle the hope of success over your heads, but probably 3 will die in the first 3 rooms.
And all three of those have no named loot at all, so just as was mentioned for In the Demon's Den it's a lot of work with no mythic and no reaper drops even possible.
Right, but mainly because doing this level 18 quest "at-level" is at level 6 due to funky scaling.
Alternatively, how about Kobold Assault?
All these high level quests folks are mentioning, you already have access to most of your best abilities & gear already. Those level 17-19 quests, you have Earthquake and Otto's and all the instakills, et cetera.
I think a moderately tough level 3 quest, with no Reaper points and only a your lowest-level abilities & gear, would be far harder.
Not having any Reaper bonuses would make it interesting, as someone mentioned. But since 'holding the fort' doesn't really mean anything, just climb to a safe spot and range. Or as someone said ...

edit - one more thing. Remember in DA there is a time constraint for one of the waves, if you don't kill fast enough, it is just endless spawns.

While many are making good suggestions based on many unavoidable spawns and NPC protection, I do have to give a nod to quests that have enemies spawn with aggro on you that cannot be reached quickly, not even via ranged attacks/spells. One was already mentioned: Twilight Forge. Traps that are manned by ogres on the other side of the walls that you have to run around and find the entrance to then backtrack to kill, or the labyrinthine forge with not only enemies spawning above the area, but also behind force walls that still aggro on you. So they can see you (fear reapers need line of sight now), but they cannot be harmed until you get through the barrier, etc.
The traps aren't actually that bad and pretty easy to avoid with haste/jump/feather fall. Though Twilight Forge does get pretty rough around R4-R5 if you get back luck with reaper spawns because there is almost always a red alert when you get to the labyrinthine area. Red Alert with Reapers teleporting to you is almost surely a wipe, and you can get fear reapers above you killing you that you can't find and/or get to, and that's only half way through the quest... I can't imagine what would happen to a group of level 11s.
