With the new bow changes, how about making arrows have a small percentage chance to drop as returning ala throwing weapons? So 2% chance or whatever that any time a stack of arrows drops in a chest it will be 100% returning. This would make it so people might actually use arrows other than the conjured variety.
I think House Deneith sells returning arrows, just get the Favour there.
I doubt we'll see 100% returning arrows dropping because that completely circumvents the idea of ammo...it would make summon ammo and fletching enhancements obsolete, and make DR bypass pretty trivial
What we might see though is "eternal" ammo stacks that might only be like 80% returning but would recharge a certain number of shots per rest, so you could still use them situationally
