Since now hand wraps are an exotic weapon, taking the feat should give monk like animations though maybe a bit slower depending on armor worn. Without generating Ki of course.
For non monk characters with the hand wrap feat, stunning fist should also be allowed to take but with a cool down instead of using Ki as well. A minute is enough.
Thinking a fisticuff rogue, or vampiric pale master that utilizes whirlwind attack. Something along those lines.
I had kinda assumed this is what it would do. Everyone should be proficient and the feat grants the monk animation. Can't say I agree for stunning fist though.
Absolutely not. The monk animations should require 1 level of monk or being in the grandmaster destiny.

You've learned how to equip enchanted handwraps that let you punch harder without breaking your knuckles/hands.
Learning the martial arts, however, is not as simple as taking a feat.
