Tempest Dex scimi dmg vs Strategic Combat II

Not quite sure what sub-forum to put this in and I'm sorry if this has been discussed before (I don't read the forums a whole lot), I ran some searches and didn't find anything.

I have an Int based ranged/melee hybrid artificer with a ranger splash that dual-wields scimitars. Today I took Strategic Combat II (Int to ranged and melee damage) and immediately started noticing that I hit harder with my repeater than with my scimitars, even though I had power attack on and +4 twf damage from Tempest. After some testing and head-scratching I noticed when examining my scimitars that it said "Dexterity to damage" on them (or something to that effect, can't remember the exact wording), which must come from the 2nd Tempest Core ability. It looks like there's a conflict between the Int damage from Strategic Combat II and the Dex damage from Tempest 2.

Needless to say, as this is an Int-based character, I had taken Insightful Reflexes and mostly dumped Dex, so this is a considerable setback. I have respecced now and skipped the second Tempest core ability and, voila, the damage went up... But of course I lost 10% off-hand proc chance in the process, and if I had more than 5 ranger levels, I would have to rule out the higher level Tempest abilities as well. I haven't bug reported this for now because I'm not 100% sure it's not WAI but surely it would make sense, if there are two "alternative" damage stats, to use the one that's higher, as is the case on many other abilities.¨

EDIT: Now that I'm thinking about it, the problem is probably in the Tempest ability rather than Strategic Combat. Has anyone tried a strength-based ranger that uses scimitars? Did the Dex damage apply even though Str was higher?

I'll read the whole thread tomorrow but after a brief glance I see he uses warhammers so he wouldn't have this problem as the Tempest dex damage only applies to light weapons (which includes scimmies on a tempest).

There are a couple abilities that do that, and it is def a bug. It should be the highest of the available stats.

I use khopesh on my 3 twf ranger/rogue builds, and I can at least confirm that max int and strategic combat made them considerably stronger. I love the harper tree :)

I know you swapped weapons, but what happens after you log out then back in?
What happens if just one Scimi is equipped?
What about other light weapons?

After log out/in it's the same.
Same with one scimitar, except the damage drops by an additional 4 because I lose +4 twf damage from Tempest.
Iirc it was the same with other lights weapons, I can't check right now because I've swapped Tempest 2 (the ability that gives Dex to dmg) out now and I can't be bothered to respec again just to check - I've already respecced the tree a few times and it's starting to get rather expensive.
