I purchased the 32 point build account upgrade. I've logged out and back on several times over the past hour and still only 28 points.
It's instant. Make sure you're not trying to create a drow, drow don't get extra points from having access to 32 point builds.
The other thing I will throw out there is it won't change characters already built, only new characters you make.
