The fact they are available elsewhere doesn't mean they shouldn't be available in other convenient locations.
The general vendor has them in Meridia also, but they should be available everywhere the rest are also.
You know what I don't understand. Why doesn't the vendor in Meridia sell medium ingredient bags?!
