After the first 100 points of Haggle the Eyes cosmetic becomes 500 000 platinum. I have buffed my Haggle skill to 109, but the price seems to not go any lower, Am i right guessing it is pointless to boost Haggle further to save on the cosmetic price? If so Why is that?

Haggle is capped so you can't buy something for less than you can sell it for, thus making unlimited profit.

Yes. Specifically, "Vendor buy/sell prices are now limited to 50% of the item's base price" per the U14 Release Notes (https://www.ddo.com/en/game/release-notes/update-14-expansion-official).

So Haggle isn't really capped, but the buy/sell prices are. Exactly how much Haggle it takes to hit that limit varies depending on the vendor, as they have differing base price percentages and per-Haggle adjustments. I didn't realize it was so low, only 100 Haggle, for the Reaper vendor. For a typical vendor, you'd need more like 117 to cap down to 50% of base price when buying, and something like 160 to to sell for 50% of base price.
