Bug: Stat bonus in Caster Tree

I have 4 points of int in the caster tree.
When I step into a quest, I only gain 3 points of int.
3 are going up the tree, 1 is in the core.
I wish I could troubleshoot this better but unfortunately I do not have the plat to reset atm and will not be TRing for the forseeable future.

Anyone else encounter this?

All core abilities except the first one are not reaper-exclusive, i.e. they should be effective anywhere.

To expand on this, you're getting all 4 int points. The reason you're seeing your INT only go up by 3 in Reaper is that the one from the core ability always applies, regardless of whether you're in Reaper mode or not.
